The market may decline only about 10%. Thats a typical definition of a correction. If a proven vaccine is found, distributed and works, people will start slowly going back to the office. Some still may prefer to stay at home. The cities will start looking better, as there are more people patronizing the fewer stores, restaurants and shops. With more taxes, civil service workers will be back on the job and the city gets safer and cleaner again.
